Explanation
The implication here could be that fairies are made not by their magical ability, as one would think, but rather by their physical strength - presumably that's what the "criteria" mentioned in the comic's title are.
Transcript
A three panel comic.
Panel 1: A fairy looks at the viewer. She has small wings and is holding a wand with a yellow star on the tip. She says, "im A Fairy"
Panel 2: The fairy looks ahead of herself and moves the magic wand, making sparkles appear. She says, "But thats easier said than done"
Panel 3: Two fairies, both with small wings and magic wands, are fighting with each other. One of them tosses the other to the ground.
There is empty space where a potential fourth panel could be.
