Explanation

This comic is a reference to evolution; someone complains that they are "sad about stupid things" and wonder why they're "made that way", and for the answer we look "365 million years prior (ocean)". However, instead of the cause being something related to natural evolution of instincts, it boils down to the question of "boobs or fins" (a parody of "boobs or ass", in fish form, although fish do not have breasts).

The other fish replies "Fin.", which is both the word for a fish's fin, and the French word for "end", used on old-school silent movie end cards, which is what the fancy text in panel 3 is a reference to.
